Mary Wallers
President
Mary Wallers, our president and co-founder, has devoted nearly 35 years to Sierra West Consulting Group’s growth. She has helped shape the company’s exceptional reputation in architecture, engineering and construction and is the driving force behind the annual Current Construction Costs books and the Sierra West Current Construction Index, a vital resource for tracking inflationary trends in the construction industry.
Ms. Wallers has participated in several construction-centric organizations, including as president of the Society for Marketing Professional Services and the Construction Specifications Institute of Sacramento. Holding a Value Engineering Module 1 SAVE Certification, she has also taken classes in construction and estimating-related subjects at Boise State University, San Jose State University and Sacramento State University and studied life cycle costing at the Construction Specifications Institute under DelSola.
Rachel Ayala
Chief Operations Officer
Rachel Ayala has been with Sierra West Consulting Group for over 20 years and leads our client relations, marketing and business initiatives. With her extensive small business management experience, she brings a unique perspective that is instrumental in the company’s strategic planning and successful business development and growth.
Ms. Ayala studied small business management and English literature at Yuba Community College in Clear Lake, California.
John Moreno
Vice President and Chief Estimator
John Moreno, vice president and co-founder, has supported Sierra West Consulting Group with his construction estimation expertise for nearly 30 years. Leveraging his deep understanding of construction values, he has testified as an expert witness for numerous projects ranging from semiconductor manufacturing facilities to home contracting disputes. Dedicating his life to all aspects of construction, he places key team members with project-specific familiarity to ensure projects meet realistic budgets and derive the best program value. Mr. Moreno is accountable for the coordination of trades at each level of design to identify potential risks and assure the accurate delivery of projects for various public and private entities.
Mr. Moreno attended numerous Northern California community colleges, taking professional courses at California State University Sacramento and the University of California, Davis. He majored in engineering and construction management with continued education and specialized training for electrical and mechanical estimating. During his formal education, he acquired hands-on knowledge by renovating dozens of Department of Housing and Urban Development homes and ended his time in the field as a union laborer/cement mason and operating engineer on both public and private projects.
Cyrus Fletcher
Senior Estimator
Cyrus Fletcher has been a pivotal Sierra West Consulting Group team member for over 25 years, bringing decades of design and construction experience. Exceptionally detail-oriented and precise in all his work, his knowledge of “hands-on” construction and oversight ensures precision across the project phases.
Mr. Fletcher has facilitated his experience and knowledge with construction-related classes, studying scheduling at UC Davis and attending RS Means classes for electrical and mechanical estimating.
William Wells
Estimator
William Wells has shared his positive energy and technical expertise as a former field engineer and crew supervisor with Sierra West Consulting Group for the past six years. His real-world experience and in-depth understanding of construction processes help ensure the smooth execution of our projects.
Mr. Wells studied business administration at Shasta Community College.
Dylan Millsaps
Estimator
Dylan Millsaps has supported the Sierra West Consulting Group team since 2020. Prior to joining SWCG, he owned and operated a full-service HVAC business where he learned the ins and outs of mechanical and electrical. His applied experience and comprehensive understanding of construction make him a vital team member.
Mr. Millsaps studied business management at the University of Oregon and Lane Community College.
